There’s no visa that “allows you to dodge US income taxes”. There are some ways you can subtract income taxes you pay to others from the money you owe to the US, but you always have to pay at least what you owe the US.

One volunteer told the outlet that “She did not want anybody to know who she was.” Is that why she had a full entourage and film crew in tow? If I herd about this five years from now I'd be impressed, but not this as it was a photo op publicity stunt. The old saying, ethics is doing the right thing when NOBODY IS LOOKING, not when you have a film crew.
