That is the question I don’t understand. From the reports I’ve read he crashed nearby and was outside with the rifle for about 10 minutes. I don’t believe for a second that wasn’t called in to police who should’ve immediately notified the schools in the area of what was going on. I read an article saying this particular school district has had something like 40 lockdowns this year because of border patrol pursuits/activity. It’s not like it was a foreign concept to them and they completely failed.

After he wiped out the truck some people ran over to help but came under fire and retreated, called 911. Goblin spent 12 minutes banging away and prowling around freely. The initial response was bungled, which set the stage for it all going downhill from there. A heck of an opportunity to hem him up outside was lost.
