Israel 2021:

I think the difference is in the nature of the weapon used in Ukraine vs. Israel.
In Ukraine, they refer to MISSILES, all of which contain some sort of guidance system. In Israel, they refer to ROCKETS, which have no guidance system. Missiles are more accurate, but more expensive; rockets are inaccurate, but cheaper.

The rockets Palestinians fire are not missiles. They are really little more than model rockets packed with some explosives.
