You’re right, that’s how they cover up, but Comey released info on Trump saying it was more important to get the info out.
So, they bypass that policy whenever they feel like it.
They played a Semantics game and said they didn’t ‘wiretap’ Trump’s office phone.
Surveillance is way beyond 1975 wiretaps. They were listening and surveilling per false FISA applications.
