Japan scrambled jets after Russian and Chinese warplanes neared its airspace during a visit by U.S. President Joe Biden on Tuesday, with Tokyo conveying "grave concerns" about what it saw as a provocative move timed to coincide with the Quad summit.
The issues of Taiwan and Russia loomed over the meeting in Tokyo of leaders of the Quad grouping of the United States, Japan, Australia and India, who stressed their determination to ensure a free and open Indo-Pacific region in the face of an increasingly assertive China.
Japanese Prime Minister Fumio Kishida said the group was not aimed at any one country.

Speaking of consequences it used to be that about once a month the Russians would run a pair of TU-95 bombers down the West coast of the USA just to stir things up. They’d run about 20nm outside of US airspace and starting around 2018 the flights tapered off in frequency and now there hasn’t been such a flight since sometime in 2020.

Jimmy Carter arbitrarily abrogated the Sino-American Mutual Defense Treaty without Senate consent and the then-composed Supreme Court refused to rule on the legality of the move.
Arguably the Sino-American Mutual Defense Treaty (SAMDT) is then still enforceable.
The Trump Administration in spring 2019 hinted at the SAMDT being invoked if needed and as it turned out this ‘hint’ was also mentioned in the 2017 National Defense Strategy FOUO version.
Biden may be nuts, but on this point I’ll give him credit for being more right than the rest of the Democrats. Given that he was on the Senate Foreign Relations Committee and that he OPPOSED Jimmy Carter’s abrogation of the SAMDT this utterance of his regarding Taiwan is consistent with his past views and votes in the Senate.
That said, I still think he’s a potato.

In early 2020, Russia deployed enough brand new Strategic Intercontinental, and Sub Orbital, Missiles with MIRV Thermonuclear Warheads to neutralize the capabilities of the Fifty States.
The news of this became public in May 2020.
The flight time of these weapons is about 25 minutes.
They would deliver their payloads well before bombers patrolling 200 miles out could deliver theirs.
In short, Russia just doesn't need to fly bombers to strike or retaliate in full.
