How can they verify nomination signatures, but can’t verify Voter signatures?
Why isn’t there a system where the candidates can verify nomination signatures before submitting them to avoid surprises like this after the deadline.

Well, they look a lot more carefully.
But, there are also a lot more requirements for nominating signatures. Like the signatures has to be from specific areas, from voters registered e.g. republican only. The address and name must be spelled correctly. The collection sheets must be property signed and verified, the attachments must be there, the collector must give proper instructions, etc.
There are many rules, and location (state) dependent.
Sometimes, when e.g. the collecting sheets are not of proper format, all signatures has been invalidated!
The worst problem is that you cannot go back and fix the errors or collect more signatures. Once you turn the signatures in, all further collection is null.
Generally, people collect about 50% more signatures, to be sure.
