So, on October 31, 2016, was this supposed to change the election, or begin to deal with a possible Trump win?

Remember, Hillary wasn’t campaigning. She was relying on the Steal, to win.

Oct 31, 2016 was a Monday I believe. November 8 (eight days later) was Election Day. During Nov 4-6 (not sure of the specific date), the Clinton campaign called off their celebratory fireworks display. The Clinton tweet was pre-emptive in the hopes that in the following week, their polling would show her ahead. Botton Line: The Clinton cabal knew NLT Oct 31 that they were going to lose and the tweet was a last ditch effort to bullshit the electorate.
