So the main ruling is that the Biden admin didn't follow the rules procedures. (bolded line first paragraph)

They can go back and follow the rules. I'm not sure how long that will take, but I'm guessing the better part of a year.

That is what I figured.

The CDC got to big for their britches with the Wu-Flu thing and now they are getting their nose rubbed in the stinky stuff on the newspaper

The Administrative Procedure Act requires a comment period whenever a new regulation (Executive Order) is introduced, an existing regulation is enforced or revised, or an active regulation is shut down.

The comment period is usually 1-3 months, plus a judicial decision.
