If there is no support system{s} in place, i.e. pipeline, rail ways, heavy truck ready roads, there is no reason to drill.
You can only use oil if you can move it, and with the regulations that various gummint agencies impose, many times it is better to leave it in the ground.
You hit the nail on the head. I work with pipelines and they have pulled permits for 7 of them so far this year. A few of them would have helped relieve natural gas shortages going up into MA.
