In North Carolina voters “unaffiliated” with a political party (think independents) can choose either a Republican or Democrat ballot when they vote in a primary. If the unaffiliated voter chooses to vote a Republican ballot, that ballot is the same ballot a Republican party member receive. Therefore the 60% Republican includes independents, not just Republicans.
In the 2020 election Trump beat Biden in NC in a squeaker — 49.93% to 48.59%.
Turnout in the 2022 primary election in NC was light at 20% of registered voters but higher than the 14% in 2018, the most recent non-presidential primary election. In 2020, a presidential election year, the primary turnout was 31%.
