Can someone from PA enlighten me here? Is PA an open or closed primary state? Also, was the Gubernatorial primary above the Senate primary on the ballot or, the other way around? Which race was above the other? It doesn’t make sense to have a difference in 21,000 total votes.

It's a closed Primary.Only Democrats or Republicans can vote no Independents can vote.You only vote your party.The rest
