Where have we seen this play before?
This is known as "curing" the ballot. Make a percentage of the ballots un-scan-able, enough to swing an election. Have partisan polling workers take the kicked-out ballots, fill out fresh, scannable ballots (or produced them on laser printers using a randomized pen-mark jpeg files) and change the real voters' intent to the Dem candidate. Re-scan, recount, and the election is successfully stolen. Who needs Mules when you have dumb-asses counting what they want to count?
