Not all Azovs but many of them are still criminals who used to terrorize the population of Mariupol for 8 years. That includes all sorts of abuses, from false imprisonment and robbery to rape and murder.
I don’t think that the locals and DNR rebels are going to be happy to see them handed back without punishment.

The war was with separatists battalions who wishe to kill Azov
Azov had at one time 1200 civilians they took in the hole with them
Russia was just back up for the separatists in this battle
I think most recognized as soon as the Azovs and their cohorts ran to the site it was just a matter of time before they had to surrender or die there. Not a hard call.
It was interesting though when they tried to rescue certain foreign leaders among them without success and how closely that was to Macrones admiting some of his people were among them.
