One would think that Good Guys/Gals/Those yet to decide with a gun could have ended that Buffalo WingNut in seconds.

Mass shooters always go where they know resistance will be lite.

If Good Folks with a gun won’t stop Bad Folks with a gun, why call the Police? They are not First Responders. Only a Mop Up squad.

YOU are the First Responder.

DC could have done that but chose not to. Their process is on the slow side, but straight forward. I'd guess New York would do the same.
