if American institutions (government, education, religious etc.) train all new immigrants to honor “American values”

That is not subject to training, at least not of adults.

There may be (a few) Somalis, or Bangladeshis, or Afghans, or Mexicans, who are traitors to their own people and who already possess or desire to develop American values.

But as a quantitative matter? It's absurd.

Training is carrots and sticks.

If new immigrants were subject to strict law enforcement they could be “trained” or removed from society.

But—this is an academic discussion—in today’s climate the new immigrants are trained to be hostile to American values.
