I am of the opinion that all emergency declarations should require an approval vote by the legislature (simple majority at first) at the 60 day mark and every 60 days thereafter (2/3 rds for each subsequent vote).

Upon a failure of the vote, the emergency is over and all powers “assumed” during the emergency are no longer in effect.
