That’s the problem with having too many officers on the scene. It makes for an artificial security.
These surely were new officers. There are too many fatalities with handcuffs secured in front.
Reporter probably misread 50 shots fired at the scene in total.

That’s why you don’t get sloppy with the searches incident to arrest. That’s also why drugs and weapons magically appear in the back of your cruiser on the way to lockup.
