Estimated cost per year for compliance is over $8Billion. An entire industry has grown up around compliance support. I don’t know how you account for this.

Privacy regarding viral infection led to mandatory installation of contact tracing software on cell phones, with the requirement in many nations to activate it. The foundation is in place to move from this to a req’d digital ID. There were several of the Canadian truckers commented on this practice already in existence which inspired their involvment.
Medical Privacy was the basis for mandatory contact tracing compliance which led to arrests and property siezures in NY.
Currently the gov’t empowered employers to collect large amounts of data regarding covid, test results, vax status, mental health status, and none of this is discussed because of privacy regulations. They won’t even tell you how it’s kept or who has access. I’m involved in a legal action right now about these things.
This isn’t how HIPAA was sold but once the gov’t is empowered it’s what you get.
