Agreed. But the cartels saw an ongoing moneymaker and decided they wanted a piece of the action. I imagine they also tried to make a more efficient business model for the process as they see at least three more years of excellent business.
At least his death was due to drowning and not Congo hemorrhagic fever, Marburg, or Ebola. It’s quite likely that someone in his family has malaria and/or some debilitating parasitic worms.

Three days later, Mexican authorities found the body of a child matching the description
provided by the Angolan parents. They found the child on the Mexican bank of the Rio
Grande. The search also led to the discovery of an adult male in the same area.
The search continues for the other remaining child, officials stated.
They are NOT migrants. They are invaders.
The big guy always gets his cut.
