Hawaii has been that way for at least half a century.
We lived in a suburb of Honolulu 1968-71. In ‘69 or ‘70 there was a double murder in an upscale area.
The way I remember it, a woman was visiting her ex-husband and his new wife (who was pregnant). She was staying as a guest in their home.
They were going somewhere in their car, the couple in the front and the ex-wife in the back. She produced a gun and executed both of them.
She was found guilty at trial, I don’t remember the sentence she received, but it didn’t matter, because a year later she was released and allowed to leave Hawaii.
The authorities said that she wasn’t a danger to anyone else, and that the victims had deceived her.
