Maybe he is - unless you have some inside RGF information that says otherwise you’d like to share; its a war of attrition - over time. And a matter of using resources that cannot be replaced where they are most needed at the moment.
How do you know that their unannounced visits were known by the RGF in time to do anything?
The Russians have a very limited stock of cruise and ballistic missiles. They are so short they have been firing off naval ship-killing missiles at land targets.
Their real constraint is the Russian air force cant fly OVER Ukrainian territory, or not very far, without risking unacceptable losses. Thats why they cant fly large loads of “dumb” bombs, or even their version of JDAMs. They dont have the total control of the air that would permit them to act like the USAF.
So they are stuck hitting a limited number of point targets, not wholesale laying waste.
