I don’t know...all it sounds like to me is that drafts of opinions are often pre-written that could be used to define a majority opinion or used to craft a well reasoned dissent. Like Roberts said it was by no means indicative of any final decision as the case hasn’t even been heard yet, nor would the decision be issued in this election year. The Democrats are seeking a way to change the trajectory of what appears to be a massive rejection of their policies and government come November. The optics are very bad over the issue that they had an operative that would violate the SC’s deliberative and bureaucratic structures and they are making a desparate gamble that they can spin those actions away from any “watergate” comparisons in the news media. They must figure they are going to lose horribly in November!
