Public desire. That was Griswold v. CT, which was Roe’s precursor. Even though it was on the books, it wasn’t even enforced then. No state is going to ban birth control.
Survival instinct of legislators.
Seventy percent of the people in the country think Roe should stand. Public desire isn't helping that.
