The "it was next to a military target!" is just unconfirmed knee jerk Russian BS with no evidence whatsoever. Currently, the US and other entities are trying to determine whether the "near a military target" thing can possibly hold up. It doesn't look like it will, which is normal.

The Kalibre is advertised by Russia as a precision guided cruise missile that is capable of mission planning similar to our Tomahawks, so standard procedure would be to plan the strike to avoid buildings near the target. Of course it’s possible the missiles and/or operators are not as good as advertised. It’s also possible the the Russians were using outdated targeting data, as the building was apparently brand new. Whatever the cause, Russia has been hitting civilian apartment buildings since the invasion started, and they don’t seem to care.

The apartment building was next to the Artem factory. That factory makes rockets. That is from a Ukrainian source.
Also, the building the reporter was in was almost completely abandoned, there were only a few occupied apartments. That from the BBC.
Which makes sense - I can imagine that few people would want to live next door to a rocket manufacturing plant during a war.
