If mostly black people smoke menthol cigarettes, wouldn’t banning menthol cigs be considered racist?

It would be like banning green jello from Lutheran suppers in the church basement. (the Catholics drink beer and play bingo in their church basements)
Lutherans drink beer in our parish halls too, but instead of bingo we eat sausage suppers and make quilts for handing out to people as part of relief packages in the wake of disasters. For some reason, we do not include beer or pretzels in the relief packages.
