Yes, but when it is done in the public media, people, especially the young, assume it has the unction of society. In England, before Shakespeare, and later the Victorians, words that are not still allowed in the public media were commonplace among the highly educated. Some are still found in the King James Bible.
They do it so loud people 50 feet away could hear it. I imagine they do it in other more public places too.
