California does not need more water. It badly needs fewer Democrats.

The Monterey Peninsula, with its oversized jet port, Pebble Beach, Carmel-By-The-Sea, top golf courses, unoccupied hillside mansions galore, is one of the playgrounds of the rich. They've successfully prevented "change" by fighting all attempts to increase the water supply, despite being surrounded on three sides by unlimited water. It works. It's one of the few methods with a solid track record.

Storage capacity hasn’t changed in any meaningful way in over 40 years while the population has increased ~70%

CA is always in a drought, even when the reservoirs are full and everything is green.

Its another damn facet of control for them.
