No, neither the buyer or seller were FFLs. I believe the gun had to stay with an FFL during the application process.

No licensure required for automatic weapons. Just needs to be a pre 1986 receiver and an NFA form. Takes about 6 months. There is no such thing as a class III license. Only for an SOT and an SOT can produce autos for police and their own use. Costs $500 a year to be an SOT manufacturer.
I can write my initials in full auto with a AK-47. Just takes training and practice

Ha, ha. When I was in the military I shot a M16 in full automatic more than several times and it took some serious practice to anything past 25 yards. The first round went kind of where you wanted it, then the rest when high and to the right (just like the saying). From my experience, I would rather face a semi trained rifleman with an automatic weapon that the same person with a semiautomatic weapon.
During WWII, the British realized the same and made a semi-automatic STEN and the hit rate went up.
