Schiff was such a horrid Federal Prosecutor, he had no choice but to go into politics. As a Federal Prosecutor in California, it took him three different trials to get a conviction of Richard Miller, a 20 year FBI agent with a lackluster, and troublesome career, who was eventually arrested for spying for Russia. The guy was sentenced to 20 years, but did less than 3 years in a Federal prison.

18 U.S. Code § 2390 - Enlistment to serve against United States
