That's what they were attempting in Denver when Matthew Dolloff shot Lee Keltner. Dolloff was twitchy, knowing that they were trying to bait a conservative into reaching for a firearm - and then he overreacted when Keltner used the pepper spray instead.
IMO, that case was dropped because the media was neck-deep in planning the whole thing.
