I don’t know about the NSA. So, I really can’t comment on the subject.
My ‘baseline assumption’ is not an “assumption”. This attack went on for hours. The pilots of the attacking aircraft were so close the sailors on the Liberty were waving at them. US Flags were flying. So, “intent” was absolutely there. Israel KNEW exactly who they were attacking and exactly what they were doing. Even their own high officers admitted that years/decades later.
Where and when did high ranking Israeli officers admit purposely attacking what they knew was an American ship?
