My understanding is that unlike our military, Russians don’t have a strong NCO corps. They don’t trust their soldiers.
I have a bias since I was an E-5, active duty, but I think there are too many officers in the military anyway.
I now have more education most officers I worked for and see no reason why they were better at military stuff than I was as an E5 if I had received the same training.

Agreed.

A bigger problem is that too many in the military are rent-seeking, just looking for a lifetime disability check.

NCOs are the best. This is especially true when you talk about the NCOs corps. I always thought I had an advantage over my fellow officers since my father was an NCO.
