Because it's impossible to conduct a proper audit in a war zone. There is no way in hell you could visit every location to do the due diligence necessary to conduct a proper audit.

Do you agree or disagree with that? Or do you just not have any idea of what a proper audit would actually entail?

After hostilities have seized, I would have absolutely no problem with conducting an audit. In fact, I think that should be a precondition to us agreeing to help in any manner with Ukraine's post war reconstruction. But demanding that one be conducted now is simply gamesmanship by Tucker.
