All through the 60s and the 70s, the search was on for a black female that could sing passable country music. Far as I know, one was never found.

It’s probably because black female singers back then would rather sing in the jazz, soul, blues or Motown/pop style. I can’t think of any black female rock singers from that time either, except for Tina Turner. Joan Armatrading is more pop or folk.
