Pompeo endorsed Rubio in 2016. Santorum endorsed Rubio in 2016. Levin who endorsed Ted Cruz and who both couldn't endorse Trump, but eventually endorsed Trump. Took almost 2 years after the election for Levin to really get behind Trump and then Levin was super-solid. So they don't always know what the hell they are endorsing at first.
