“And sanctions will deter Russia from attacking Ukraine.”

No, the purpose of sanctions is to crater Russia’s economy and destroy their ability to finance a military.

Considering that two days ago the ruble was trading in China for R7,830.58 for US$1 I’d say the sanctions are doing what they’re intended to do.

This was the official Chinese government rate for exchange on 4/11:

http://www.china.org.cn/china/Off_the_Wire/2022-04/11/content_78158648.htm

Currency Unit Central parity rate in yuan

U.S. dollar 100 636.45 ($1 = Y6.37)

Ruble 1,299.29 100 (R1229.29 = Y1.00)

Therefore a Chinese dollar value of the ruble per this stated market quote is:

$1 = R7,830.58

I’m not going to search for the video of the President claiming just that but it’s there. It’s also not crushing anything which is why they now find themselves threatening India and China. If you think this has been a lesson in foreign policy success, that says it all.
