One of the giant panic of the '50s and early '60s was the "Missile Gap". Oh the horrors of the wily Reds and all their mighty rockets they paraded in Moscow.

When a rather significant portion of those rockets were actually dummies made up for the parades, or unsuccessful test rocket designs used for the same purpose - to incite fear in the west.
