I'd call it an inverse Cloward-Piven - sending the illegal immigrants to DC. I would include special instructions, in Spanish, to help them maximize their draw on local public welfare forms that either have no federal component or minimal federal components. Use the influx to burn down the budgets of Democratic jurisdictions. Bury DC, Delaware, Illinois, NY state in these folks. But get DNA samples and other biometric identification of them first.
