Russia is. We have almost $1 trillion in their assets now and we can charge against it. So can Ukraine.
Seriously, Russia is never going to see any of that money come back to them. They’re hosed.
Western intellectual property in Russia could be nationalized by Russia and its owners given rights to some of the $1 trillion in exchange.
Let Pfizer, Merck, Microsoft, Google etc. fight the Western governments over the money.
