Jackson is approved by the Senate to take the next vacancy, which won’t occur until Breyer steps down. He will step down in a couple months. What is to stop Biden from getting 4 more judges approved now, to fill future openings?

On the other hand, it does not seem that Brewers was planning to step down—he did not say he was until after the WH announced it.
Maybe he will be annoyed and not step down til after the midterms...
