The government gets it’s power to enforce the law from the people. When the government fails to enforce the law, the people get their power back by default.

Actually, it starts when true justice is not done by those who are supposed to do it.

If the government followed its own laws and kept the citizenry safe, there would be no inclination towards vigilantism.

Vigilantism occurs when justice is perverted by those who are supposed to enforce it.
