I suspect Russia would prefer to keep such things intact, if at all possible. Destroying Ukrainian infrastructure isn’t the end goal. Surrender is.

The problem for Russia is who owns these refineries.

The one in Odessa is owned by Lukoil, a giant Russian company. Blowing it up is wiping out billions in Russian assets.
