I think that plain commonsense tells us that the spillage of something which will rapidly evaporate is less devastating than the spillage of something that will persist, on site, for years, maybe decades.

I think the threat that kiryandil was referring to was explosion, rather than spill.
For example, somebody shooting a big storage tank on a LNG ship with a Javelin.
