It was built in the late 60’s and had ample protections for any reasonable seismic events. Unfortunately the magnitude of the quake and its proximity were a perfect storm. Once the defenses were breached the older design couldn’t handle it.

That was just one of the projects, that Japan is invested in, in the Russian Far East.
In terms of natural resources for energy, Japan is about the poorest and most dependent on imports of any major country. That is greatly compounded by their recent kamikaze policy of shutting down their nuclear energy industry after the Fukushima disaster.
