The supremacy clause only applies to laws which are valid under the national constitution.

It does not apply to all federal laws, simply because they were passed by the national legislature.

In this case, it probably applies.

The leftist "interpretation" of the supremacy clause (at least when they control the federal government) is that the national government can do anything to the states they want.

That is clearly in error, as the Constitution limits the federal government to enumerated powers.
