Russian dollars are not seized in Chinese banks or Indian banks. Both countries have banking systems outside of the western systems. Both countries buy Russian military hardware. And if either country seizes Russian money then Russian oil, grain and weapons stop. Not going to happen.
The principal decision is that dollar is not a mean of transactions anymore.
