Probably, but we must not forget Putin’s interest in the other resources in those eastern provinces. My wife’s town of Alchevsk has a huge chemical plant that supplies the adjoining huge steel mill with coke. It also produces fertilizer for the nearby black soil fields. There are coal mines in the area. We should also remember Putin’s demented nostalgia for the Soviet Union and his fond memories of his KGB days. He really wants a return to full oppression and control of the former CCCP domains.

What "responsibility" does the US have under the specific written terms of the agreement, that would relate to US military assistance to Ukraine, following a Russian invasion? Quote the language of the Budapest Memorandum - be specific.

Well, ok. Let’s see. By the terms of the agreement, Russia INVADING the Ukraine is “showing respect for the independence and sovereignty and the existing borders of Ukraine”. So by those written terms, since it is not called out as an obvious violation, we can do EXACTLY the same thing and just call it a “special military exercise”.
On the plus side, it would keep the engagements within Ukrainian borders and keep it CONVENTIONAL rather than NUCLEAR.

3. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America reaffirm their commitment to Ukraine, in accordance with the principles of the Final Act of the Conference on Security and Cooperation in Europe, to refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind;
4. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine, as a non-nuclear-weapon State party to the Treaty on the Non-Proliferation of Nuclear Weapons, if Ukraine should become a victim of an act of aggression ....
