3 Republicans Sneak In Vaccination Without Parental Consent Amendment

On March 22nd in the House Health Subcommittee and on March 23rd in the Senate Health Committee, two “caption bills” were snuck in under the radar with amendments added that push the HPV Vaccine. One of the bills allows minors to receive the HPV vaccine without parental knowledge or consent.

A caption bill is filed as a placeholder with generic language that is filled out with amendments in committees and subcommittees. Generally, these amendments are not displayed on the General Assembly website until a bill is well on its way in the legislative process.

House Bill 0946 (HB0946), sponsored by Representative Bob Ramsey (R-Maryville-District 20) and Senate Bill 0148 (SB0148), sponsored by Senator Richard Briggs (R-Knoxville-District 7) adds language to existing law that would allow health care providers to provide “treatment to a minor to prevent STDs without the knowledge or consent of the parents or legal guardians of the minor.” This language is broad enough to include the HPV vaccine, HepB vaccines, and two risky drugs approved for adolescents and adults to be taken to prevent HIV.

Take note of the benign language that was submitted as the summary for the caption bill that still remains on the General Assembly website: “As introduced, establishes a deadline of January 1 for the submission of the annual plan of expenditures with relation to state grant-in-aid funds submitted by each county to the commissioner of health.”

Only in the Amendment is the true language of the bill revealed: “Authorizes certain healthcare officers and providers licensed in this state to provide consultation, examination, diagnosis or treatment to a minor to prevent STDs, without the knowledge or consent of the parents of the minors.”

Stand for Health Freedom (SHF), a nonprofit organization dedicated to protecting basic human rights, constitutional rights and parental rights, states that this legislation “subverts the right and duty of parents to make informed decisions about whether or not their children should receive preventative medical treatment. It additionally creates a structure of distrust between the parent, the child, and healthcare providers.”

SHF goes on to state that, “Minor children do not have the emotional maturity or intellectual capacity to make important medical decisions. This includes being able to make a well-informed decision that takes into account each vaccine’s unique risk profile as well as the child’s own personal and family medical history(for example, prior vaccine reactions as well as factors like allergies, autoimmune disease or neurological disorders).

If a child consents to vaccination or begins taking a prescription drug without a parent’s knowledge and that child has an adverse reaction or begins experiencing side effects, the parent would have no way of knowing what is responsible for the child’s sudden decline in physical, mental or emotional health; this lack of knowledge could be life-threatening.

Currently, the TN Department of Health promotes abuse of the ‘Mature Minor Doctrine’ —which is NOT a law — to allow minors as young as 14 to get a vaccine without parental knowledge or approval. HB0946 (SB0148) would make actual law what is now only abuse of a doctrine. This must not happen.“

The Senate version of the bill (SB0148) has already been passed by the Senate Health and Welfare Committee with all members, Republican and Democrat, voting in favor. The next step is the Senate floor for a vote. If you oppose this bill, contact your Senator HERE.

The House version of the bill (HB0946) was passed by the House Health Subcommittee and is scheduled to be heard by the full House Health Committee on Wednesday, March 30th.

House Bill 2032 (HB2032), also sponsored by Representative Bob Ramsey (R-Maryville-District 20) and Senate Bill 2026 (SB2026), sponsored by Senator Bill Powers (R-Clarksville-District 22) authorized Dentists to administer the HPV vaccine.

Take note of the benign language that was submitted as the summary for the caption bill that still remains on the General Assembly website: “As introduced, requires the board of dentistry to make semi-annual reports, instead of an annual report, of its proceedings and activities to the governor, with copies to be made available to any interested parties. ”

Only in the Amendment is the true language of the bill revealed: “Authorizes a dentist to administer a vaccine against the human papillomavirus.”

Assumptions for the bill as amended (partial):

Tennessee Code Annotated § 63-5-123 currently authorizes a dentist to administer the COVID-19 vaccination if they have received appropriate training. The proposed legislation adds the human papillomavirus vaccination to what a dentist is authorized to administer, so long as they receive appropriate training.

Stand for Health Freedom states that “Vaccination is a medical intervention that requires knowledge of an individual’s medical history, previous vaccine adverse reactions, follow-up to any new adverse reactions or health issues developed. Merck has been pushing for years to expand uptake of their controversial vaccine, Gardasil, by driving legislation to allow dentists to administer. Gardasil sales increased 44% to $5.7 billion in 2021, but Merck is facing 14 lawsuits outside of their liability-protection umbrella, accused of fraud and hiding serious risks of their product. Prior to the Covid-19 shots, Gardasil held the dubious distinction of having more reports of serious adverse reactions than any other vaccine.”

This is for HPV, or maybe they will just change a word or two during the process so it is for covid jab also.

I think there is going to be a big push to mandate annual jabs for schools and universities soon.

I suppose they are o.k. with eliminating statutory rape laws. Seeing how those most likely to be protected by parent’s not being aware of a minor’s sexual activity are adults.

This is for HPV, which prevents colon cancer later in life. This is not the COVID vaccine which was rushed through the approval process. If you agree with all the other vaccines like smallpox tuberculosis, and diptheria as a requirement for attending school, then this is no different.

Doesn’t matter what it is. This one has a lot of controversy too. Regardless, they are trying to get kids away from parental authority and that doesn’t sit with me. Anyone doing this better be ready to meet Jesus.

Your claim that HPV is no different from the other required vaxes is obviously wrong.

You can’t get HPV without sex.

That’s a huge difference from the other diseases you listed.

And buy a clue - HPV leads to cervical cancer, not colon cancer.

Something doesn’t jibe!

Pursuant to Tenn. Code Ann. § 68-10-104(c), the following healthcare officers and
providers licensed in this state may examine, diagnose, and treat minors infected with
STDs without the knowledge or consent of the parents of the minors, and shall incur no
civil or criminal liability in connection with the examination, diagnosis, or treatment,
except for negligence:
o Any state, district, county, or municipal health officer; or
o Any physician, nurse practitioner with a certificate of fitness and an appropriate
supervising physician, nurse midwife who is an advanced practice registered
nurse under § 63-7-126 and who has an appropriate supervising physician, or
physician assistant with an appropriate supervising physician.
