I think the rankings are as of current law, not law as it may have been in force in 2020.

I could be wrong, but I think GA has made at least some improving amendments to its election laws.

Georgia made ZERO improvements.

The first two things they had to do,to improve things was to get rid of Mail in voting and Drop Boxes. They did neither.
