The jihads declared by OBL that were the basis for 9/11 were declared in 97/98, and explicitly cited our continued presence in "the land of the two holy places" - Saudi Arabia - after the Gulf War as their basis.

The issuance of the jihad was followed shortly thereafter by the embassy bombings in Africa, then by 9/11 a few years later. Prior to that, AQ hadn't targeted Americans.
